Under NC law GS 5721.33 any licensed health care professional can vote for someone in their care via absentee ballot as they feel their patient would so chose if they lack the physical and mental capiblities to do so for themselves. This law has been in place since March 2008 and has dramatically increased the number of voters over 70 by over 80. In the 2012 election cycle entire nursing homes were able able to vote absentee ballot. In some counties the number of voters age 70 and over reached 97.8. Prior to the elderly voting act passing in March of 2008 the number of voters over the age of 70 voting in elections had adverged less than 19 in a good year.
