Police have recently reported that Luke Shaw (pedestrian of Blackburn, Lancashire) if seen on Halloween; the police must be alerted immediately. Previous Halloween nights, normally dressed as a clown, he runs around the streets of Blackburn stealing bags and baskets off children. Due to him being diabetic, he feels as though "people should feel his pain of normal life"
