Local man arrested Tuesday night , October 25th around 11pm for breaking into People's Homes on Belmont Street! Police officer stated that when he broke into the people's homes , he would tie the people of the home up and forced a rolling brown out on them. When police officer got to the scene, he was in the corner covered in feces rocking back and forth with a creepy laugh! He is now locked up in Lackawanna county waiting to set bail .
