Eye witness States That She Seen Payne With a gas Can walking around the Victims House At Approximately 6:45 that morning. When picked up for questioning, Payne Admitted to Setting the house On Fire Because She Caught her Boyfriend in the act with another woman. Payne Has Been Released on bond, and is awaiting trial.
