Just after midnight Wednesday, police tried to pull over a vehicle without its headlights on at 87 Pleasant st.
The driver stopped in a driveway, backed up, then drove away, pulling over after a few blocks.
The teenage driver is charged with fleeing in a motor vehicle, theft of a motor vehicle, and driving without a license.
