On the night of October 29th around 1:38 a.m local police department got a call of a man running around Logan Walmart nude. Matthew E. Phillips of Logan, Ohio is wanted for questioning by local police department. Witnesses state that Phillips was drunk and running around Walmart nude screaming " Free Willy" "Free Willy". If you have any connections on the where abouts of Phillips please contact your local law enforcement. It is said he is not in his right mind and needs a mental evaluation.
