Richard Decker is wanted for selling oregano to middle schools earlier this year in September one bystander witnessed Richard go into a Walmart nd come out with oregano later to be sold in baggies to 13yr olds. The 13yr olds reported being found by their parents and detained by police. Police tested the marijuana. It was oregano. The children all told on richard Decker stateing "this man asked us if w lied smoking so we bought a dub and we smoked it with shoe wrap paper we we're so high"
