Man who lives at flat no 15 has destroyed the lives of his neighbours by flooding his house in what we have recently learned was a wild, drug fueled night.
Mr Tooms, a construction worker from leicester was reportedly entertaining 2 escorts at his property. When one of them suggested that flooding the property would be a "Real turn on". Unbeknown to Mr Tooms, the unnamed escort had a history of this and has ruined numerous apartments, houses and even caravans with this erotic activity.
When questioning neighbours, our reporter Sarah McCabe found out that Mr Tooms was known in his area as a strange, mysterious and sometimes intimidating man. Locals in the pubs say when he was younger he was always partaking in drug fuelled orgys with his friends, of which were in a band.
