The Chula Vista Police Department received a call from a concerned Chula Vista resident late last night, who reportedly saw a middle aged female "prancing and galavanting" down the street topless with pink shorts. Witnesses say the female suspect was singing "California Girls" by pop singer Katy Perry. When contacted by officers, the suspect, later identified as Luis Peraza, threw handfuls of glitter at the officers, got down on his hands and knees and made loud moaning sounds. Peraza was arrest and taken into custody.
