23 year old Richard Chacon was arrested Thursday October 26th around 3pm that afternoon . Mr. Chacon was running in the middle of state street and banging on the jib jab restaurant door begging and screaming for free hotdogs. He had what it appeared to be an Xbox controller tied around his neck . And was threatening the manager if he did not give up the free hotdogs? That he was going to hang himself right over the job jab hot dog shop sign. His arraignment will be held in the Warren municipal Court Monday octber 30th at 9:00 am
