On October 27th, several reports of a man coming and going from under Pilar Street Bridge. When police arrived to investigate, they found 19 year old Joseph Rohm, of Three Rivers, huddled in a corner, smoking a crack pipe. When approached, the man started yelling and tried to stab one officer with the pipe. He was arrested and charged with Smoking Dick in the first degree .
