Bailey McKenna Roy, 17, of Kingwood was charged with underage consumption of alcohol on October 26. Deputy Susan Mitter made the arrest after finding Roy passed out on the sidewalk. Roy is facing a fine of $500. KAMP Ambulance was called to the scene, but Roy refused care. Anyone with information is asked to call the Preston County Sheriff’s Department at 304-329-0105.
