Currently Argentina and the United States don't have an extradition treaty. Members of Congress have met with the Argentina government to read a treaty deal. Currently there are approximately 1300 enemies of the state in Argentina. Ranging from WWII war criminals to FBI most wanted suspects. On the flip side Argentina demands the release of names and extradition of those who are on their most wanted list. Currently there are about 50 US citizens on that list, including un-knowned military personnel.
The State Department could not give any details of the treaty, however said that they have to look at the big picture of things. Does that mean giving up American citizens to a government that's known for its cruelty to prisoners.
In 1996 an Argentine Government Official was assassinated along with his family who top the Argentina most wanted list. No names are given, however the Argentine government feels it was an American operation. If the parties involved reside in the United States the deal would call for their arrest and extradition. Ward Haskin of the State Department said that the US will do everything they can to protect its citizens and former military personnel.
The talks will continue on Tuesday at the Embassy and a decision will be made by late next week, however the final decision will reside with President Trump, which has stated that he has no intention of releasing one single US citizen to a shady country like Argentina.
