The Crystal Energy Initiative (CrEI) and Mineral Energy Initiative (MEI) united efforts to build a massive dual power plant that combines crystal energy and mineral energy. The power plant has a power capacity of 2.5 million kW, and cost of the building is estimated to cost 3 billion dollars. The plant is intended to provide renewable energy to a large chunk of the country, as well as providing cooling water for the surrounding area.

On November 12, 2009, the CrEI and MEI announced a joint-venture project to be built in the Guizhou Province. The plant will have an installed capacity of 2.5 million kW with a total construction cost of the first phase of 1.8 billion dollars. The plant is expected to provide energy for 5.6 million people and help decrease China's annual carbon emission to 5 million tons from 15 million tons.

As of May 2013, the first phase of the plant is expected to be ready for operation by the end of 2013, and the construction of the second phase is expected to take 1 year. The project is slated to be finished by 2015. The plant is expected to generate 1.7 billion kWh of power annually, which is equivalent to supplying energy for 16 million households. In 2016, the project was listed as a first priority for energy policy by the Ministry of Electric Power (MEP).

On April 19, 2013, the MEP announced that the energy grid had entered a "dramatic change". The new grid has a peak capacity of 3.5 million kWh of power generation, and will allow for power supply to the north and south of the Yangtze River.

China's first nuclear power plant, the Zijing 1, also known as Shihua 1, is situated near the city of Chenggong, and has an annual production capacity of 1.75 million kWh.
