Vermilion Police Department was called to the scene today by eye witnesses claiming to have seen a man passed out in a speedway parking lot with heroin needle peruding through his gentials...Officer Kish stated " We tried to wake him but to no avail" he also went on to say "Finally we got him coheirent and he stood up and yelled "Urethea Franklin"..Then the Officer told the 8 O clock news that he began to try to flee the scene only to realize their was a 5 inch black rubber sex toy dangling from his back side..Suspect is bald with Fram blocked glasses..He is sill on the loose.
